For school year 2021-2022, we need to inform you of changes occurring in the Student Transportation Services Branch. Per the Hawaii Administrative Rules (HAR), students who qualify for free meal service also qualify for free bus pass transportation. Historically this has meant that students who attend Community Eligibility Provision (CEP) schools like ours, receive a free bus pass because all students are receiving free meals.
In 2019, the HAR was revised clarifying that only students who are certified eligible by the Department of Human Services to participate in the Supplemental Nutrition Assistance Program (SNAP) are also eligible for free bus passes. The Student Transportation Services Branch will be adhering to these guidelines beginning in the 2021-2022 school year. To clarify, a student attending a CEP school must be SNAP certified to be eligible for a free bus pass.
