  2. meet the English language proficiency standards, appropriate for his/her grade level;
  3. acquire a level of achievement in language arts (oral communication, reading and writing) which will enable them to succeed in the mainstream educational program;
  4. meet the content and performance standards in the core-content subjects, especially language arts and mathematics, appropriate to his/her grade level; and
  5. develop an understanding and appreciation for the diverse cultures in Hawaii.
The ELL Program supports the Hawaii Department of Education’s mission to provide standards-based instruction for national origin limited English proficient students by supplementing instructional and acculturation efforts of the mainstream and special education staffs.

The ELL Program staff provides supplementary language support, academic assistance, school adjustment and acculturation activities for students currently striving to acquire English language skills and attaining understanding of core-content concepts. The staff’s initial focus is on the student’s attainment of the Language Arts standards which emphasizes oral communication, reading, writing, literature and the study of the English language.
